Transfer Of Rural Labor In The Process Of Transformation Of Government Functions

After the reform and opening up, along with economic development, began in the late 80s of the last century a large number of rural labor force engaged in agriculture have shifted from the non-farm,from rural to urban areas to become China's modernization process in the fore of a problem. Jiangxi Province in central China's rural labor surplus of a typical under-developed provinces. Transfer of rural surplus labor can be reasonably addressed, not only directly affects the farmers income levels and living conditions improve, but also affected the full realization of the modernization of agriculture in Jiangxi Province and the overall economic development process.This paper selects Yushan County, Jiangxi Province, Shangrao xiatangxiang as empirical research, quantitative analysis and qualitative analysis using the method of combining the transfer of rural surplus labor in Jiangxi Province, the structure, characteristics and local economic and social impact on the study. Also studied in the course of the transfer of rural labor, government administrative functions of the vacancy and the offside, interference and hindered the smooth transfer of rural labor force, including:Labor laws and regulations related to inadequate policies, rural and agricultural investment, social security system is not perfect, job training does not place unreasonable household registration system, a serious labor market segregation.According to the classical theory of government functions, and something to forge ahead as a choice and be able to intervene effectively in government, is the needs of the community government. Thus, in the process of the transfer of rural labor, the Government must follow the rules of market economy, and actively transform the administrative, economic and social management, functions and role of the government benefits through sound legislation to create a favorable legal environment for the transfer of labor to cultivate the labor market, correction shortcomings of market mechanisms to develop public policies to support the smooth transfer of rural labor force, improve the social security mechanism, the transfer of rural labor force to worry about other aspects of the work, a strong promotion of the effective transfer of rural labor force, thus ensuring rapid economic, sustainable, and healthy development, promote the building of a harmonious socialist society to advance continuously.
