Research On The Arable Land Protection Policy Of The Main Grain Areas Under The Grain Security Background

In that case, the strategy of grain se curi ty should be bas ed o nthe principle of “self-sufficiency in domination and assisted byinternational importation”. Therefore, the keys of ensuring the grainsecurity are keeping a steady area of arable land and raising the persistentproduction capacity of the la nd. Es pecially for t he main g rain productio narea, they undertake the responsibility and obligation of national grainsecurity, so the research on arable land protection is more i mportant.Huanggan g City is a typical agricultural city， it is a imp ortantproduction base of grain, oil, and animal products in Hubei province, andone o f th e main grain produ ction area with sur plus grain. During theseyears, Hu anggang City has always be en the area which t ransfers o ut th egrain. Th erefore, i t contributes a lot on Stabilizing grain product ion i nHubei Pro vince and the whole country. In recent years, Huanggang Cit yhas achieved good results in the protection of arable land and its grainproduction. The re are so me good methods worth lea rning and so medeficiencies to be improved. The study takes Hu anggang, a city in Hubeiprovince, as a case. With a dy na mic ana lysis on the variation of its a rableland protection and grain production, the driving mechan ism o f ho w t h earable land varies can be discussed. It not o nly pro motes the grainproduction in the future a nd guarantees the grain security, but alsoprovides s cientific reference t o e ffective protection, manag e ment and useof arable land.The thesi s resear ches the c o mmon p roble ms o f arable l and in th emain grain production areas by analyzing Huan ggang Cit y as one case.The exist ed proble ms can be discusse d in fo ur details. Resolv e the roots of the pr oble ms b y analyzing the ex isting proble ms. Th e research f allsinto two parts, one is on the existed p roble ms o f arable l and prote ctionpolicy in the main grain production areas, including legal system, theconsistency of p owers an d respon sibilities, evaluation system andprotection mechani s ms; the other is on th e existed proble ms of thesupport mechanis ms o f the policy’s implement, in cluding th e o peration o fthe marke t mecha nis m and g overn men t oversight mec ha nis ms. At last,focus o n the existed proble ms, Counte r measures and p olicyreco mmen dations are given b ased on th e first two parts of the study.
