After the "512" earthquake, With thecompletion of post-disaster reconstruction task，the central government has requestedthat the disaster area should manage and use the reconstruction achievements effectively,accelerate the endogenous development, plan scientifically and arrange carefully toachieve a new round of development and revitalization after the disaster. As theimplementation layer, it is related to the development of economic and society, andharmony and stability that the primary national tax departments in the disaster areas onhow to comply with this requirement, and take effective measures to promote thedevelopment and revitalization of the National Tax career. This paper takes theimplementation of the development and rejuvenation strategy after the earthquake ofPengzhou IRS as the main line, summarizes the hypothesis of the realization ofeconomic target and humanistic goal by analyzing the target system of the developmentof the revitalization of Pengzhou National Tax, and puts the assumptions intooperational transformation, uses management services and other related disciplines,designs survey module and carries out the investigation and study, from the economictaxation, collection services, public image, the talented person troop and so on. It is thefirst investigation and research taking the county as a unit in recent years in theearthquake-stricken area. And it is also a practical exploration to the implementation ofthe development strategy of National Tax authorities in disaster area. This paper uses theanalytical framework of ’the related theory-strategic goals-survey design-surveyanalysis, conclusion and suggestions ", to find out the problems during theimplementation of development and revitalization of Pengzhou National Tax, analyzesthe causes of the existing problems, refers to the advanced experience of the disasterareas around, and basing on this, puts forward suggestions, in order to correct theimplementation deviation. And finally realizes the development and rejuvenation ofPengzhou National Tax after the earthquake and provides experience for thedevelopment of other National Tax enterprises for reference. This paper focuses on " Pengzhou Chengdu executes the development andrejuvenation strategy after the earthquake proposed by the central ".The research isdivided into five aspects. The first part, start from the topic background and significanceof the research, review the present research situation at home and abroad, clear up thebasic ideas and research methods and analyze the related theories supporting the topic.The second part, introduce the development and rejuvenation planning of the taxauthorities after the earthquake, the general requirements of Sichuan province and cityNational Tax about the strategy, put forward the main task and specific goals for thedevelopment and revitalization of Pengzhou National Tax. The third part, put forwardthe research purpose, carry on the research hypothesis, clear about the content,determine the investigation method, and draw up the survey plan. The fourth part,introduce the investigation situation, analyze the survey data comprehensively and alsothe problems in the implementation. The last part, summarize the investigation, andpoint out the problem and short board to the development and revitalization ofPengzhou National Tax, put forward measures such as nurturing taxation, talent topromote tax, management to strong tax and culture to promote tax.
