Marx point out that the land is"the source of the whole production sandexistence".Therefore,the land is the material foundation and production data that the mankindrely for existence and develop,is the precondition that the social economy can keep on adevelopment.With the speeding up of the urbanization and the development of cities inChina,the population in cities is rising quickly and so is the requirements of land forresidence,road,and virescence.On the other hand,owing to our limited amount of average landand the obvious lack of resource,the pressure is comparatively great on the supply ofland.That causes the outstanding conflict between the lack and the requirements of land.At thesame time,the researches on land are paid more attention.The government has activelysearched for effective approaches and taken a series of administrative,economic,and legalsteps to make logical use of land.In China’s planned economy period,The use of urban land was administrative allocationwhich adapted to highly centralized planned economic system.Since the mid-term and laterperiod of1980s,with the development of the reform,it transferred into two-track system ofallocation and remising way.With the growing consolidation of the market mechanism,theland market has accelerated the pace of reform.The supply of state-owned land especially forbusiness entered a typical stage of disposition of land resource market with the market pricingmechanism as its core.The market rules of the land’s bidding-auction-listing system havegradually established throughout the country.especially after the limitsof"8.31”,bidding,auction and listing have already become the main way of the selling ofstate-owned land using right gradually,and the land marketization obtained gratifyingachievements.However,the development of the land’s bidding-auction-listing system is notmature,Some illegal activities and existence question also gradually exposes in actualmovement.If these questions do not solve,the land selling behavior will not be standard,theland selling system will not be carried out further,the foundational affects of the marketdisposition land resource will not be exerted.This paper first to resolve the connotative meaning of the land’s bidding-auction-listingsystem and summarize the formation and development of the system in our country,theninduce and analyze the present condition of the land’s bidding-auction-listing systemrealization in our country,by substantial evidence analysis,research into the problem of theland’s bidding-auction-listing system existence in our country,and from here cause a rethinkof the land’s bidding-auction-listing system,then put forward a suggestion that to perfect the land’s bidding-auction-listing system,by reforming the land’s bidding-auction-listingsystem,which can standardize the state land-use rights market,enhance the efficiency of themarket operation,improve the competitive environment,increase the financial income for thegovernment and reduce the possibility of corruption during remising,to improve theharmonious development of social economy,thus further improve the efficiency of the landresources allocation,push the landmarket of keep on healthily develop.
