A Research Study On The Multivariate Modes Of Public Goods Supply In China

Effective supply of public goods plays an important role in one country’s economy andsocial stability and harmonious development. This paper focuses mainly on the effectivemodel of supply of public goods. The main bodies of the public goods supply have changedfrom the only government body in the past to the government, market, non-profitorganizations (NPO) three main bodies of the supply of cooperation theory. The earlydevelopment of western developed countries also proved multivariate supply of public goodswas effective. Our academic circle has paid much attention to multi-provision of public goodsand the pattern of the multivariate supply also appeared in China. However, our country isstill in the market economy of the early stages of the transition, perfect market economysystems have not been established, the market organizations and NPOs are notwell-developed yet, a competitive and cooperative situation of multi-provision of publicgoods has not yet opened, the country needs to further provide effective policy supports ininstitutions and to offers a more flexible development environment for market and non-profitorganizations. It’s a good choice for the government to change the status of low effect andshortage in supply of public goods by introducing the market and NPO to join the publicgoods supply through the moderate decentralization, regulation, supervision and stimulationmeasures, which can get rid of the corruption and low effect due to the governmentalexclusive monopoly supply of public goods.This paper first reviews the foreign and domestic academic references and to show that itis necessary for multivariate supply of public goods by using disequilibrium modes of singlesupplier. In the second part, from the perspective of China’s reality, we analyzed thefeasibility of multi-supply of public goods. In the third part, we surveyed China’s currentsupply of public goods and found out the issues, and then we also gave the simple descriptionof the present situation of multivariate supplying modes of Public Goods in the United States,in order forgetting experiences and references for China. In the fourth part, we detailed how toset up the multi-supply pattern of China’s public goods, pointed out that the government,market and non-profit organizations should not only compete but also cooperate with eachother so as to provide the public goods efficiently, and the government duty is to guide,standardize and regulate the market and NPOs which functioning as the "helm" role.
