Research On Regional Independent Innovation Ability Evaluation

With the continuous development of regional economy and the increasing competition, regional innovation capability has become the core of the regional economic competitiveness,to continuously improve the ability to innovate and enhance the competitivenes fundamentally have become the key to the promotion of regional development. This article use Independent innovation as perspective to analysis of the ability of independent innovation of Hebei province and Zhejiang province.This article first made an overview on independent innovation theory and research at home and abroad. About the definition of innovation,through the research of industry experts’ definitions of innovation,this article revealed two main principles to follow when definiting and applicating innovation,and further put forward author’s definition of innovation. Then this article discussed the development and status of the regional innovation theory, put forward the author’s evaluation on the review.In the part of the study of practical problems,the article first made a summary of domestic and international evaluation system applied to evaluate the ability of regional independent innovation. On this basis,the evaluation system in Hebei Province and Zhejiang Province is established.Compared to the subjective assignment method and objective assignment method applied in the comprehensive evaluation, factor analysis method is selected as the article’s research method.At last,the article make a comprehensive evaluation of the capability of independent innovation of Hebei Province and Zhejiang Province combined with the non-dimensional data in the index system.For Hebei Province,taking zhejiang province as standard, using benchmarking principle, the article get Professional and thnical personnel, high-tech industries are main short board.The Zhejiang Province will be placed in the overall index system to calculate the total score for various factors,thus revealing Innovation environment is the main advantage, Innovation output is the dis advantage.According to the final evaluation results,the article put forward relevant proposals and policies for independent innovation capacity-building in the two provinces,and this is aslo an important part which will be emphatically discussed.Finally, on the basis of the aforementioned studies,the main conclusions in this article and future outlook will be proposed.
