New rural endowment insurance system is a major policy favorable for the mass to fill in urban-rural gap step by step, make all the rural elderly be looked after properly, enhance family harmony and increase peasant income. It exerts great influence on the economic and social development in the rural area..lin’an District is one of the pilot units for new rural endowment insurance system in Fujian Province. Though starting with a relatively low level, it has gain a wide coverage in its area by taking a series of measures. And now, to achieve a sustainable development has been the main point in the construction of its new rural endowment insurance system. As the system stays at the experimenting stage, most scholars both abroad and at home focus on researches about the construction and developing solutions of the system, and pay less attention to surveying the internal causes of sustainable development. Starting from this point, this article explores methods for the sustainable development of new rural endowment insurance system.In the aid of effective supply theory, this article, after gathering related material and carrying on on-site inspection, adopts methods such as the combination of induction and deduction, the integration of qualitative analysis and quantitative analysis, comparative analysis and case study for deep researches. The result reveals that the key to realize sustainable development of new rural endowment insurance system is to raise pension funds according to the actual benefit peasants would get, and that the present issues of the system in Jin’an District, such as low administrative level, small scale, and the singleness in maintaining and appreciating the value, have seriously restricted its sustainable development. Aiming at solving the current problems in raising pension funds, this article puts forward specific solution from the following three aspects:the reinforcement of raising funds, the maintenance of value and the administration of fund. It also talks about how to raise fund according to the actual benefit that peasants would get so that a sustainable development would be gained. |
