With the continuously improvement of the informatization and great development of the Logistics in our country, public logistics information platform (PLIP) becomes the focus of attention of governments and enterprises. In recent years, various types of logistics information platform have been set up to promote the development of logistics informatization. Along with the promotion and application of PLIP, the problems of platform in construction and operation process gradually revealed, such as seriously repetitive construction, unobvious core competitive advantages. Many researchers and institutes launched researches in PLIP, but these studies mainly focus on planning design, construction content, management method and running status, and rarely discuss the evaluation and evaluation methods.This paper chose the third party logistics information platform as the research object. In view of the problems of the vacancy in present research and the shortcomings existing in the index system for performance evaluation of the PLIP, based on the analysis of the present researches about the domestic and international PLIP and the combination evaluation method, combining with the characteristics in the development of the logistics industry, organization structure and operation characteristics of the PLIP, this paper summarizes relevant evaluation methods and evaluation contents, puts forward the influence factors of PLIP’s operation performance from six aspects:system quality, information quality and service level, geographic environment, policies and regulations and sustainable development, constructs the suitable evaluation index system for PLIP’s operation performance, including6first-class indicators and18second-class indicators. Integrated application of system science, fuzzy mathematics, operations research and computer science knowledge, make an in-depth research in the combination evaluation theory and method, and respectively using analytic hierarchy process and entropy value method, Then use the Copeland method to analyze the evaluation result, which makes the evaluation conclusion are more close to the truth. At last, four domestic representative logistics information platform are chose for empirical research, verified the practicality of the index system, and from the evaluation result, the advantages and disadvantages of four PLIP’s operation performance are obvious, and it can be seen that information quality occupys the biggest proportion in the logistics information platform operation performance, followed by system quality and service level, then economic efficiency and user satisfaction, the last factor is sustainable development.
