The Third Reform of telecom industry has just come to an end, whereas the time for the Third Generation (3G) has already arrived, the primary structure of competition has formed among Liaoning Unicom, Liaoning Telecom and Liaoning Mobile. Key accounts have turned into the core of the competition. Business Voice is the convergence products of "fix line and mobile line", stabiles existing customers, increase customer viscosity, and rise customer locality. Therefore, it is necessary to set realistic marketing strategies for Liaoning Unicom business voice products.This paper puts in use the modern marketing and strategic management theories. Liaoning Unicom where the author works, pass products countermeasures, followed by analysis of marketing strategy, marketing and strategic identify, marketing strategy implementation and control of research ideas. Then, Liaoning Unicom Business Voice Pass products have been studied in the paper.First of all, in this paper, the theory of marketing management analyses the product of business voice in terms of the external environment, industry environment and internal environment. By doing the analysis, it helps to identify external opportunities and threats, as well as the internal the strengths and weaknesses. Secondly, based on such analysis, the product marketing strategic and objective are proposed. Under the STP strategic framework, the market segment of business voice products is analysed, target markets are selected, and market position is defined.4PS theory is used to implement the brand-building, to improve service levels, to adopt a flexible pricing strategy, to integrate the use of various marketing strategies, and to strengthen the building of distribution channels. Finally, in order to guarantee a smooth promotion progress of business voice product, a proposition of Liaoning Unicom Business Voice marketing strategy is implemented and monitored.
