Adhere to people-oriented, to establish a comprehensive, coordinated andsustainable scientific development concept, is a summary of my party30years ofexperience of the practice of reform and opening up, is to promote the well-off society isan urgent requirement. To accelerate the development of China’s resource-exhaustedcities, is not only adhere to the objective requirements of the "five balances", but also animportant manifestation to practice and implement national sustainable developmentstrategies. China’s economic and social development can not be separated from the strongsupport of resource-based city, China with a lot of valuable material resources, whichcreate a lot of material wealth. But the cities meeting with resources exhaustion, isbecoming a serious problem for China’s regional development uncoordinated. Fuxin Cityis regarded as pilot cities resource-exhausted cities in the country in transition in2001.The16th CPC National Congress clearly speed up the adjustment and transformation ofnortheast old industrial base, and encourage resource-based cities and regions to developalternative industries, showing that the party and government resources (mining)exhausted the city’s transformation and sustainable development high hopes.Fuxin City, as a typical representative of China’s resource-exhausted cities, like anyother city in the process of transformation, has complex social problems and a series ofproblems, like slow economic development, serious urban pollution. To solve theseproblems, the efforts of relevant government departments are required. Therefore, how toachieve a successful transformation of government departments need to think about.This paper takes Fuxin City as the case study, with the use of the new public serviceconcept to analyze the problems in Fuxin’s government behaviors in transition, as well asthe causes of these problems, and finally finds out measures to promote its successfultransition.
