Industrial transformation of resource-exhausted cities is a common problem facedby many countries in the world, and also can say it is a worldwide problem. Whethercan solve the problems of industrial transformation and employment caused by resourcedepletion not only relates to the sustainable development of the resource exhaustedcities but also affects social harmony and stability.“Several opinions on promoting the sustainable development ofresource-exhausted cities by the state council” mentioned: to increase employment,eradicate poverty, improve the living conditions, improve the social security system,maintain social stability are the basic goals of promoting the sustainable development ofresource-exhausted cities; and we must adhere to the principle of priority ofemployment, strive to create conditions for the unemployed and new labor employment,and try the best to solve the social problems such as employment. The purpose of thispaper is to promote industrial transformation better and provide some policyrecommendations for employment through the study on the relationship betweenindustrial development and employment.Firstly, this paper will show the domestic and foreign scholars’ research onindustrial transformation, industrial structure and employment structure. Secondly, byanalyzing the present situation of industrial transformation and employment ofHuangshi, We can find this year’s economic growth has slowed down, but thetransformation outcomes previews; employment situation is not optimistic and theemployment pressure is still larger. Thirdly, an empirical study of resilient function andstructure deviation coefficient of Huangshi’s industry and employment shows thatHuangshi is in late industrialization now and the tertiary industry will be the main forceto absorb employment in the future. Fourthly, analyzing Fuxin and Ruhrs’ experienceand measures which to solve the employment problems in industrial transformation forreference. And last, putting forward some policy suggestions to promote industrialtransformation better and provide some policy recommendations for employment.
