With success on BOT financing mode in infrastructure facilities, gradually, promote itsuse in the project construction by owner, for example school and companies. However, due toBOT mode of construction projects generally have a long life cycle and large-scale, projectparticipants will encounter many risks in life cycle of BOT project. From domestic andforeign research, risk management of BOT projects research focused on the project company,the less information from owner. Therefore, this article is based on the life cycle theory,research risk management of BOT project from owner.On the base of analysising to BOT project, accordance with the "win-win" principle, itsuggested using net present value method to evaluate the project in order to reduce economicrisks and ensure it implement properly.In view of the characteristics of BOT project, owners should evaluate on economicbenefit and social benefit from the perspective of the national economy, to reduce their owninvestment risks, improve economic efficiency and optimize the allocation of resources.Focus in this, using life cycle theory, it made a divided BOT risk from owner, andidentifed risk factors for each stage, established risk assessment system, assessed risk at allstages using grey hierarchical model. On the basis of risk identification, assessment, itproposed some targeted management measures to reduce the risk of loss, so that owners couldhave full and effective management for BOT project.Last, it made a test for the economic evaluation method and risk management technicalby a case.
