Complex construction projects have more complex characteristics than general projects in technology,organization and environment.Therefore,their risk management is also facing greater challenges,which are mainly manifested in the uncertainty of many stakeholders' behaviors under complex environment and the complexity of project life cycle continuous risk management.The owner is the general organizer and promoter of the project.Stakeholder behaviors,with many uncertainties,can trigger off the risk set which should arouse the attention of the owner.In order to evaluate the behavior risk of complex construction projects,from the life cycle perspective,the complex project behavior risk factors were identified comprehensively and evaluation model was constructed.All of these models were expect to provide an effective behavior risk evaluation system and evaluation tool for project owners.The behavior subjects in complex construction project are the main stakeholders.The stakeholders are both the source of behavior risk and the disseminator and recipient of behavior risk.From the macro aspect,the transmission paths of behavior risk in the stakeholders constitute a small social network in essence.The main stakeholders in construction project were identified by literature research.The data were collected by questionnaire method.The stakeholder's behavior risk transmission network was built up by the method of social network analysis,and the corresponding network parameters were calculated.Analysis and calculation results show that the tightness of the network is not high;the cohesion of the network is strong.The owner is at the core of the network and the owner masters most of the resources in the network.It has strong control ability for the risk transmission path.By using Cohesive Subgroups Analysis,these stakeholders in the behavior risk transmission network are divided into four categories.Based on the identified key behavior subjects,subject behavior risk factors under the owner perspective were identified comprehensively from many dimensions.Then an evaluation indicator system was established.These were based on the character of behavior risk and get from multiple dimensions.On the basis of analysis and comparison of relevant models,Weights of the factors were obtained by using the IFAHP method and Weights of decision maker were obtained by intuitionistic entropy.Pieces of information on both the qualitative evaluation and the quantitative evaluation of the factors were assembled for the group decision making by using IFWA and DIFWA operators.Then a subject behavior risk evaluation model of intuitionistic fuzzy set theory was built.Finally,The validity of the model was verified by running an empirical example.The result shows that the model fully considers the uncertainty of behavior risk and the fuzziness of expert evaluation,and that the evaluation of the subject behavior risk by the model conforms with the actual situation.
