Study On The Evaluation Industrial Upgrading Ability Of Hebei High-tech Industry

As the pillar industry of knowledge economy, it is more obvious that high-techindustry plays the leading role in the economic growth, it has become the driving force ofworld economic development and an important industry of new-round economic growth inchina. In recent years, high-tech industry have different degrees of development in eacharea of china, compared with before, every area gets large-sized enhancement at the aspectof industrial resources input. Hebei province plays a important role in Bohai economiccircle, the development level and industrial upgrading capacity of high-tech industry inHebei province have influence on both the regional economy and high-tech industrycompetitiveness.Currently, the research about industrial upgrading capacity mainly focuses onbuilding and analyzing evaluation indexes, and the methods most used are Fuzzy ClusterAnalysis and Analytic Hierarchy Process etc, however, these methods have too muchsubjectivity in index weight setting, and the calculation process is relatively complex. Inorder to minimize the above shortcomings, the paper used catastrophe progression methodto evaluate the industrial upgrading capacity of high-tech industry throughout the state,catastrophe progression method doesn’t use the weight of indicators, only takes therelative importance of each index into consideration, as a result, it can reduce thesubjectivity without losing the science and rationality.Firstly, this paper makes a detailed analysis of high-tech industry status in America,Japan and India, excavates the important reasons for these countries’ rapid development,then pointing out the reference and enlightenment for developing high-tech industry ofchina. Secondly, it expounds the development status of high-tech industry in Hebeiprovince, combined with the data of large and middle sized high-tech enterprises fromyear2002to year2010, the paper makes a vertical analysis for Hebei’s high-tech industryupgrading situation from the industrial upgrading output and industrial upgrading inputaspects. Thirdly, based on the relative industrial upgrading theories, around the objectivesituation of Hebei high-tech industry upgrading and unique industrial upgrading features,the paper builds an index system and evaluates the industrial upgrading capacity of high-tech industry of Hebei province as well as other provinces by using CPM, high-techindustries in different areas are classified according to the scores of its industrialupgrading capacity. At last, the paper gives an analysis on the evaluation result andproposes promotion strategy of high-tech industry upgrading in Hebei province.
