It had a groundbreaking ceremony on september82009at Tianjin cultural centerwhich named Tianjin Yinhe Square former. The groundbreaking ceremony indicatedthe construction curtain openning of Tianjin cultural center transportion hub. Thetable of groundwater is highly in Tianjin urban area. There is highly risk during theconstruction period. Tianjin cultural center metro station will pass through the firstconfined aquifers layer and the bottom of the underground space locate on the firstconfined aquifers layer. At home and abroad, there are many accidents caused byimproper risk management in constuction. The accident not only lead to losse hugecapital and indefinite extension period, but also bring irreparable loss and injury tothe parties involved on the project. Therefore, before implementation of the project itshould predict fully and science of the risk which will be encountered, it should carryout effective risk analysis and evaluation, it should establish the management systemof early warning project risk, and it should develop appropriate risk responsemeasures to control risk in the project implementation process.The article had collected a large number of risk accidents occurred domestic ofsubway construction in recent years, and it had analysis the reason which lead to therisk accidents. Through the analyzing, it obtained the main risks of subwayconstruction which will possible cause risk accidents.The difficult and critical of risk management are risk analysis and evaluation ofrisk. This paper introduces the basic methods use to analysis risk and reviewed thesemethods. According to the project characteristics of Cultural Center transportationhub, it used the fuzzy closeness degree method to identification the risk of CulturalCenter transportation hub project, and it used the fuzzy comprehensive evaluationmethod to evaluate risk.This paper introduces the risk response strategies and it had proposed the riskresponse strategies of Cultural Center transportation hub project which is theCircumvent the law of the engineering method. It hoped through engineeringmeasures to avoid risks which may arise. It had proposed response approach to all possible risks and works. Finally, to minimize the risk of accident in constructionproject losses and casualties, according to the national "safety" and other relevantlaws and regulations, and according to the actual construction works of cultural centertransport hub engineering construction, all the participation unit had build risksemergency plans.
