Research On The Construction Of The Old Industrial City In The Circular Economy Perspective

During China’s urbanization process, local government submitted the circulareconomy theory based on Scientific outlook on Development in cities’ planning andconstruction. Circular economy in essence is a ecological viewpoint. Its developmentmodel follows “3R” principle and it provides a new economy growth mode forcoordinating economy development and the conflicts with resources and environmentand achieving continuous development. This model is an important path during ourindustrialization in order to convert development methods, building energy savingmodel, environmentally friendly society.Our old industrial base is called old industrial based cities. Most of them arefunded by government fund. Their construction has special history reasons. Theirdevelopment has made great contribution to our industrialization. After30years ofReform and Opening-up, old industrial cities are falling behind.This article is based on the research of Sanming old industrial base in Fujianprovince. Discussed how to introduce circular economy theory into the reformation inold industrial cities. How to use circular economy to improve industrial structures andliving environment. This article tried to find a green way when old industrial basesare falling apart. This article’s view is not limited to China, it also referred to foreigncountries cases. E.g. English old industrial cities reformation and Japan’s circulareconomy society experience. It has a certain value to understand the problems in itsdevelopment, as well as the constraints factors faced by the development of circulareconomy in old industrial cities.This article is divided into5parts.1st is summary, mainly describe the meaning ofarticle, research purpose, content and research methods in the theory.2nd paragraphis the definition of circular economy and old industrial cities reformation.3rd part isthe case study of Sanming city.4th part is referring to England and Japan in circulareconomy to do old industrial cities reformation.5th part combined3rd part inSanming city’s development and referring to foreign countries reformation in oldindustrial cities, provided some solutions for Sanming city. We need to use practical observation and record, to understand old industrial citiesproblems and opportunities in reformation. During this research I also found duringSanming city’s reformation, citizen’s low level participation and participation ability,conflict system not complete in city reformation, too much attention on economydevelopment, ignoring environment protection, has a big distance from circulareconomy.
