Industrial System Construction And Evaluation For Circular Economy Of Tangshan City

As human entered 20^st century,"Population,Resource,Environment"have been be-coming generally agreed three themes,and people has been always studying and seeking how to realize sustainable development. In the recent 10 years, developed industrial countries grasp the key, and proposed"circular economy"theory in the process of studying and solving the contradiction of human economic development and natural environment .Circular economy is a new economic form of making use of resource reasonably, pro-tecting ecological environment,promoting sustainable development. It takes a high efficiency in the use of resources and recycling as the core,"Reductions,Re-use,Resource"as princi-ple,low consumption,low emissions and high efficiency as the basic characteristic,consistent with sustainable development concepts of economic growth pattern.At present,most of studies focuses on industrial production field.However,circular economy is a system including eco-agriculture,eco-industry,eco-services and vein industry.Only all-round constructors,can bring the advantage of circular economy into full play.The extensive economic growth leads to resources exhaustion as well as serious envi-ronmental pollution to Tangshan. It's imminent to change the economic growth mode,in order to achieve resource recycling,protection of ecological environment and ease the pressure of the energy and resources. According to this situation , this article states economy's defini-tion,meaning, principle and basic theory,emphatically discussed the realistic model of circular economy on the basis of consulting a large number of literatures, and analyze systematically Tangshan's natural resources, economic development, ecological environment condi-tion.According to domestic and international relevant research and actual situations of Tang-shan, construct industrial system for circular economy evaluation index system.Analysis and evaluate Tangshan's indexes development level by factor analysis method,and find the supe-riority condition and restrictive factors by comparison with standard value.Finally,construct industry system for circular economy of Tangshan on sustainable development view. The main conclusions are as follows.1. All of these provide a good foundation for the construction of industrial system for circular economy of Tangshan,sush as superior geographical position,traffic convenience, ex-cellent port,abundant mineral resources,rapid economic development,abundant industry foundation,improving eco-environmental quality and circular economy development level.But,developed heavy industry,massive resources consumption,serious environmental pollution are the restrictive factors. 2. Eco-industry system is the emphasis and difficulty; Ecological agriculture system is the basis to implement circular economy;Eco-services system is the dynamic for the rapid development of economy for Tangshan.Vein industry,as a rising industry,is the important as-pect to create circular society.3. Adjusting and optimizing industrial structure as well as changing economic develop-ment mode is the key to construct coordinate industry system for circular economy.Clean production is best feasible measures to reduce energy consumption and pollutant emission. Eco-industrial park is the important approach to form industrial symbiosis as well as upstream and downstream industry chain, enhance industry linkage,and improve comprehensive cyclic utilization of resources.
