Circular economy is a closed-loop flow of economic model which is aimed at protecting the environment and maintaining the ecological balance for achieving sustainable development, since traditional industrialization is high consumption, high emission of the linear economy. In recent years, circular economy has increasingly become an important way of the strategy of sustainable development in many countries. Moreover, more and more relevant scholars have begun to attach importance to research in this area. As a provider of resource-based products in economic development, resource-based cities dominated by resource-based industries has made important contributions for economic and social development and played an important role in the process of industrialization and urbanization. However, the resource-based cities are also facing the exhausting mineral resources, the declining cities, the laid-off workers problem, the aggravating ecological environment, the poor competitiveness and so on. Therefore, exploration of sustainable development model of the resource-based cities, especially industrial sustainable development model to enhance regional economic competitiveness, has become the focus of research. As an effective way of achieving sustainable development, the implementation of circular economy can minimize city waste and Maximize use of resources. Circular economy is an ideal way to solve industrial sustainable development problem in the resource-based cities.The article chose the typical resource-based city in Hebei Province--TangshanCity as the object for analysis, designed and modeled to test the steel industry cluster as the core of industrial circular economy model in Tangshan City, and Proposed the corresponding safeguards.First of all, the article introduced circular economy theory, industrial cluster theory and system dynamics methods and theory, in order to provide a theoretical basis for follow-up study.Secondly, the article introduced the basic situation of the socio-economic and the environment & resources in Tangshan City, analyzed the development of industrial clusters in Tangshan City based on the evolution trend of the industrial structure, and its special nature of the environment and resources, put forward the need for developing the steel industry cluster as the core of industrial circular economy model in Tangshan City. Third, the article used of circular economy and industrial cluster theory, demonstrated the feasibility of industrial recycling economy based on the industrial clusters development in Tangshan City. After the analysis of ecological industry chain, the article designed the steel industry cluster as the core of industrial circular economy model in the micro-and meso-level in Tangshan City.Fourth, the article made use of system dynamics methods, established the industrial recycling economy model of the system dynamics in Tangshan City. And by setting different control parameters, the article simulated the current model. "Eleventh Five-Year" mode and circular economy model of industry in Tangshan City. Conclusion is that the steel industry cluster as the core of industrial circular economy model is a effective way for achieving sustainable development in Tangshan City.Finally, the article put forward three aspects of safeguards to achieve the development of the industrial recycling economy in Tangshan City, including the technical support system of circular economy, the direction of industrial restructuring and construction of management mechanism.
