The information operatingmodel and mechanism contribute a lot to leading lottery industry into a new era.Meanwhile, this poses unprecedented challenges to the information operating modeland mechanism of China lottery industry.Around the world, all the countries which issue lotteries lay great emphasis onthe operating model and mechanism and the safety supervision including informationtechnology, communication technology, data archive, information processing, etc..Therefore, it is practically significant in both theory and reality to study the lotterymicro, medium and macro information operating model and mechanism on the basisof the information strategy.The lottery information in China is the biggest beneficiary of the information era.The years of issuing lotteries of the new China are also the years when the globalinformation technology rapidly developed. The development of the mobile Internetand the Internet of things provides new channels and platforms for the lottery industry.With the development of IT automation and informationalized technologies and theemergence of the Internet and the Internet of Things, the issuing and salesorganizations of lotteries in all countries are trying every means to catch the expresstrain of the information era. China lottery information, as the gaming industry on theedge of the entertainment industry and the financial industry, has no reason to put itaside. They should base their study oninformation technology, combine safety and technology innovation, balance management with service, strengthen data backup, data recovery, antivirus, intrusionprevention and other security functions and create the sustainable development modelof the gambling and lottery industry;3.the propaganda should emphasize the universaleducation and guidance of the lottery industry, strengthen the philosophy of publicbenefit and create the good atmosphere of “all for one and one for all”;4. theoperating model should make innovations of the marketization mechanism of Chinalottery industry, use for reference the information operating models of developedcountries, improve the management system and operating model of lotteries and seekthe potential growth point o f China lotteries;5. on the management level, Chinalottery industry should begin the new ecosystem construction, break the issuing salesmodel with the traditional distribution channel as the main means, allow theintervention of new issuing sales subjects and lay a solid organizational, social andtechnological base for the steady and sustainable development of China lottery;6. thelottery industry should construct the interactive integrated application cloud platform,renew the model of China lottery supervision, issuing, distribution, consumption andentertainment, begin the new era of the influences of interactive and digitalinformation technology on the operating model of China lottery industry.
