In this context, China has proposed to reform the investmentsystem, and promote agent-construction system of non-operating government investmentprojects, but there are many problems still exist, so it’s necessary to research inagent-construction system.First of all, it introduce China’s government investment project management modes,pointed out the problems in government investment project management, and then, madesome researching and analysis on the exploration management and practice of localgovernment investment projects.Secondly, combination of the lifecycle management, and total benefits maximize theory,try to establish life cycle management model of agent-construction system project, and madea clear identify about its priorities and key points on behalf of the construction projectmanagement process, in order to maximize the effect for government investment projectmanagement.Third, in accordance with the life cycle management model, it made a whole processanalysis to construction management of government investment projects, and put forwardsome proposal for improve management.Conditions to prepare phase, through researching market monopolization model, andAHP analysis, it gets a conclusion that market competition model is better than others to totalbenefit maximize in the whole process of Construction management contracting.In the investment decision-making stage, drawing on game theory, it established Agentparty decision-making model, on the base of behavior analysis of Agent part, and made somesuggestion for risk minimization in management measures.Design stage is one of the greatest stages impact on project cost, in order to ensure the affect of agent construction project cost control, it proposes to carry out limits design methodand dynamic management technical at design phase.In the project implementation stage, it suggests establishing some supervision andmanagement system such as engineering monthly reporting system, monthly appraisal systemand other project management system.In the operation, maintenance phase, in order to maintain construction market sustainabledevelopment, it hopes to established post-evaluation system and appropriate managementsystems for agent party.Finally, through the agent construction system life cycle management model, analysis awater supply project, pointed out the shortcomings and advantages in the process of agentconstruction management.
