Development Of Agricultural Circular Economy And Using Efficiency Of Agricultural Production Elements In Hubei Province

Agriculture is one of the most basic industries in China, but because of rapideconomic growth, increasing population, agricultural with low-tech and famers with lowenvironmental awareness in China, agricultural resources become increasingly scarce,ecological destruction and environmental pollution has become increasingly serious, thatrestrict the sustainable development of agricultural. So, sustainable agriculturaldevelopment and its ecological and environmental protection is more and more highlyvalued by the community.Hubei Province is one of the major agricultural provinces in China, there is also acontradiction between economic benefits and ecological benefits in its agriculture. Wewill find that agricultural circular economy is one of the best ways to solve this problem.In order to better illustrate the necessity of the development of agricultural circulareconomy, this paper describes the need for qualitative as the existing literature, and it alsocollectes the data related to agriculture of Hubei Province over the years to estimate theaverage productivity and marginal productivity of agricultural production elements,so wecould get the quantitative analysis of the problems of agricultural production of HubeiProvince and the necessity of the development of agricultural circular economy topromoting the development of agricultural circular economy.In this paper, by estimating the changes of marginal productivity of land, thechanges of pesticide use on unit area of land and the changes of the average productivityof pesticides through the data related to agriculture of Hubei Province over the years, wefound that in Hubei Province marginal productivity of land is increasing,but the area ofland is decreasing finally, and pesticide use on unit area of cultivated is increasing, but atthe same time the average productivity of pesticides has not increased. Then we derive themarginal productivity of the main agricultural elements by estimating agriculturalproduction function of Hubei Province to measure the efficiency of the main agriculturalproduction elements of Hubei Province. Then we can get marginal productivity dynamicmaps of the main agricultural elements of Hubei Province between1994and2009whichshow that the using of main agricultural elements of Hubei Province such as population, fertilizer, electricity and land, are increasing, but their efficiency has not always improved,some of them even show the declining situation.It is sufficient to illustrate that highconsumption and low utilization of agricultural elements in Hubei Province. Theefficiency of the main agricultural production elements in Hubei Province has improvedsignificantly since2004when agricultural circular economy was developed. It is betterproof that the best way of agricultural development is to develop agricultural circulareconomy which equally treat economic benefits and ecological benefits. Therefore, thewhole country including Hubei Province should vigorously promote the development ofagricultural circular economy, to make agriculture sustainably developing.
