Agricultural Cyclic Economy Development Efficiency And Influence Factors In Shandong Province

Shandong province is one of the most famous agricultural provinces in China,which has a great impact on the social economy of China.But for a long time,the development of agriculture in Shandong province has mainly relied on the traditional extensive management model,which is inefficient and waste of resources,so that environmental pollution and other issues have become increasingly prominent.In the background of modern agriculture and supply-side reform,it is imperative to change the traditional patterns of agriculture and adjust the structure of agricultural industry in Shandong province.Cyclic economy,a new economic development model,with the principle of "reduction,reuse,resource" and the goal of efficient use and recycling,is an import way to promote resource conservation and environmental improvement.Shandong Province develops agricultural cyclic economy vigorously by putting the concept of cyclic economy into the agricultural production,improving the efficiency and reducing resource consumption and environmental pollution,which brings a perfect harmony in economy,society and environment.As the development of agricultural circular economy is influenced by resources,economic base and agricultural infrastructure,efficiency differences are showed in different parts of Shandong Province,affecting the comprehensive level of agricultural cyclic economy.This paper introduces the basic content of the article firstly,including the background,literature review,research routes and methods,as well as the possible innovation.Based on literature material,this paper summarizes the connotation,characteristics and functions of agricultural circular economy.Secondly,on the basis of the situation of agricultural circular economy,the paper evaluates the development efficiency of 17 cities in Shandong Province through DEA model by adding the undesirable output,which can not only reflect the connotation and features of agricultural circular economy more clearly but also increase the authenticity of the overall efficiency evaluation effectively.Again,the DEA efficiency value is used as the dependent variable,and the agricultural labor,agricultural structure,economic development,policy support as well as research funding are regarded as explanatory variables.By the aid of Tobit regression model,the paper analyzes the factors affecting the development of agricultural cyclic economy.Finally,according to the empirical results,this paper provides policy proposal for the development of agricultural cyclic economy in Shandong province.It can be found that agricultural circular economy of Shandong province is in the stage of rapid development as a whole,the comprehensive efficiency has increased year by year,but the efficiency in most local cities has not yet been in the optimal unit,economy returns to scale of the some cities has decreased year by year heavily,with serious excessive input and insufficient output in agricultural production.Among the factors influencing the agricultural circular economy,the rural labor force,economic development,R&D funds have positive impacts on efficiency improvement,while the high proportion of agriculture will reduce the efficiency of the development.According to above results,this paper puts forward some strategies to improve the level of rural labor force,adjust the industrial structure and expand the scientific research funds.
