In recent years, Tianjin Port has gradually become a world-class port and playedan important role in the regional economy and the Tianjin Economic Development.The pilot is one of the important part which bears an important responsibility to leadthe Chinese and foreign ships entering and leaving port in Tianjin Port’s logisticssystem. The larger ship traffic density and complex navigation environment makethis work the more difficulty and risk in Tianjin Port waters.With increasing the number of ships of the Tianjin Port waters year by year, thepilotage of vessels increases.2011has more than20,000trips,daily average of morethan60ships, is twice that of2001. In addition, the modern shipbuilding industry isbooming, the type of the ship become more and more tonnage, the speed of shipbecome faster and faster.,Which brought Tianjin Port pilotage operations many newrisks.The core of the pilot work was to ensure the security of port facilities andnavigation of the ship. I made the systematic study on the the Pilotage securitysituation with using theinvestigation and analysis, statistical inference, the FSA(Formal Safety Assessment, Integrated Safety Assessment) and other methods inTianjin Port, analysised of the Pilotage work of the2001-2010period the risk and itscauses. Over the years, the Tianjin Port pilotage accident analysis, summarizes thesimilarities and characteristics of these incidents have presented a threat to pilot safetyand accidents caused by fundamental factors (such as natural conditions, ship,transport, waterway, pilots, management) to clarify the interaction between thesefactors and role. Focused on the relationship of the navigation environment, humanfactors, safety management. Finally, I provided some suggestions opinions, anddeveloped a number of specific measures to reduce pilotage accidents.though theactual situation with the Tianjin Port Pilot, the use of risk prediction after the SafetyPilotage development trends and risk prediction methods based on Bayesian statistics,and on the basis of these work for the Tianjin Port pilotage risk pre-control...
