With the deepening of reform and opening up, under the guidance of the partyand state principles and policies, non-public economy in the Nankai District has gonethrough a tortuous process of development that experienced from the "explorementthe establishment phase" to " the necessary complement of the socialist marketeconomy", and then became an important part of the socialist market economy" in thepast30years of tireless explorations as the same as most of the northern cities. As animportant part of the non-public economy, private economy has become an importantmeasure of the economic development level of the city. However, there are manybottlenecks in the development which the private economy must face to. Because ofthe the rapid changes in the macro economic environment, the bottlenecks in thedevelopment of private economy have behaved more obviously. Dealing with andsolve these problems properly will plays a huge role in ensuring regional economydevelop healthy and sustainable. And it will be an important factor in assessing localgovernment’s economic management functions. Within the meaning of the privateeconomy in this article refers only to the collective, individual, joint venture, private,non-state-owned joint-stock economy. Basing on the study of economic developmenttheory of Western governments and China government, the author reviewed theprocess, structural characteristics and social contribution and bottleneck of privateeconomic development,in Nankai District. Next, the author analysis the pros andcons of the strategy taken by Nankai District government in promoting thedevelopment of private economy. At last, recommendations in promoting the privateeconomy in this area have been put forward on this basis.This article is divided into six parts.In the first part, the purpose and the object of the study have been defined. Thenthe author describes the results of theoretical studies at home and aboard, as well asthe research methods and research framework.The second part describes the theory of government and economic development.Described the relationship between the government and the market from a macroperspective, from the perspective of the Western Economics from the concept point ofview, efforts to analyze the relationship between government and enterprises under the socialist market economy with Chinese characteristics, Nankai District Government,as the cities from the relatively microscopic point of view interaction between thelevel of local government and the private economic organizations.The third part is one of the main part of the study. An overview of the NankaiDistrict, including natural and geographical, cultural phenomenon, the overalleconomic situation has been described. Then the author made a summary of thestructural characteristics of the private economy and the economic and socialcontribution.In the forth part, the author analyzed the bottlenecks in the development ofprivate economy facing external and internal.The fifth part is the core issue of the study. Description of the current economicinitiatives of the Government of Nankai District government countermeasures hasbeen made. Then made a n analysis on the pros and cons.Part six is the conclusion of the paper. Strategies to coping with the bottlenecksare proposed by the author, including creating a fair and equitable environment for thedevelopment of private enterprises, improving the financing environment, increasingthe supply of social services of private enterprises, the establishment of a multi-levelscientific and technological service system to enhance the overall image, privateenterprise and fostering enterprises bigger and stronger coping strategies in six areas.
