Study On Independent Innovation Capacity Evaluation Of Technological Small&Medium-sized Enterrises

In an increasingly competitive market circumstances, the independent innovation hasbecome the key to gain competitive advantage. With the economic and social development,Tech SMEs(Technological Small&Medium-sized Enterprises) has gradually become animportant force in the innovation of high-tech industries. It is the main bearer of scientific andtechnological achievements, which has played an increasingly important role in promotingscientific and technological progress, promoting employment, promoting industrialrestructuring and promoting economic growth. Therefore, scientific and accurate evaluationof independent innovation capability of Tech SMEs contributes to identifing the strengths andweaknesses and contributes to putting forward countermeasures for the weak links, which hassome practical significance to enhance independent innovation capability of Tech SMEs.Based on the reference at home and abroad on the independent innovation capacity ofenterprises, SMEs(the Small&Medium-sized Enterprises) are defined, then the independentinnovation capability of Tech SMEs are defined too. On this basis, the paper presents theanalytical framework of independent innovation capability of Tech SMEs.Secondly, The factors affecting the independent innovation capability of Tech SMEs isanalysised in the paper from internal and external point of view.Then it explores the formationmechanism of the independent innovation capability of Tech SMEs. On this basis,the paperputs forward the composition of the independent innovation capability of Tech SMEs.Thirdly, the paper constructs the evaluation system of the independent innovationcapability of Tech SMEs and each index is analyzed.Then, this paper use AHP to determinethe weights of evaluation indexes and select the fuzzy comprehensive evaluation method asthe evaluation method, after that the calculation steps were briefly introduced.Finally, the paper analysis the status of the independent innovation capability of TechSMEs in Heilongjiang Province,then selects20samples of Tech SMEs in HeilongjiangProvince for the empirical analysis and to verify the feasibility of the evaluationsystem.According to the evaluation results, the paper finds out the deficiencies of theindependent innovation capability of Tech SMEs in Heilongjiang Province and then putsforward the corresponding countermeasures. Wish to provide some reference and basis toenhance the independent innovation capability of Tech SMEs in Heilongjiang Province.
