Study On Establishment And Improvement Of China’s New Rural Social Endowment Insurance System

The rural social endowment insurance system is a "three rural" social welfare policy,which related to the basic life of our country’s600million rural residents.With the developmentof the economy and society，family-based the traditional old-age security model has beenunable to guarantee the basic living needs of the rural elderly. The establishment of rural socialendowment insurance system to protect the pension needs of rural residents in the elderlypopulation, changing the traditional concept of rural residents, improve the social securitysystem of China’s rural areas, narrowing the gap between urban and rural areasto promote the harmonious development of society, and promote China’s industrializationand urbanization process is of great significance.2009the State Council issued StateCouncil on the new rural social endowment insurance pilot guidance, and select10%of thecountry to pilot implement of rural social endowment insurance system in2020, new ruralsocial pension insurance full coverage. Each region developed under the guidance relatedto the implementation of policies, and rural residents showed great enthusiasm for the insured.In this paper, on the basis of the existing theories and the new rural social securitypractice, China’s agricultural insurance system design and implementation processdefects, and analyzed the management and supervision of the new rural social endowmentinsurance fund problems, and puts forward the proposal to establish the sound of the newrural social endowment insurance system, and promote healthy and sustainabledevelopment of China’s new rural social endowment insurance system.
