The Comparative Analysis Of Small And Middle Enterprises Technological Innovation Policy Of China And The United States Of America

With the rapid development of science and technology, countries around the world areworking on improve the technological innovation ability, to enjoy a favorable position in thenational level competition. Technological innovation is the fundamental and a key factor ofSME’s continuous development. It is playing an increasing important role in market competition.Due to the nature of SMEs, most SMEs lack of capital, without human resource and weak intechnology. Therefore, strong government policy support is necessary. With the support from thegovernment, SMEs can develop their own technology and carry out technical innovationactivities. As the most developed technology country in the world, The United States possesses alot of successful experience. This article was based on that fact and used the successfulexperience of the United States in the technology innovation for reference; I proposedcountermeasures and suggestions to improve China’s technology and innovation policies, toprovide strong support for SMEs’ technological innovation activities.In this paper, first of all, it reviewed the related theory of SMEs technological innovationpolicy, followed by a descriptive analysis of Sino-US SME Technology Innovation andinnovation management status, then it conducted a comprehensive and in depth analysis fortechnological innovation policies of both China and The United States, it also conducted acomparative analysis of the two countries. Based on these analyses, the article pointed out theproblems and deficiencies of China’s technology innovation policy. Finally, with the reference ofthe successful experience of The United States, this article provided five suggestions to promoteChina’s technological innovation for SMEs, which are tax advice, finance, industry-universitycooperation and intellectual property protection.This paper utilized the combination of summary and extended, as well as the specificationanalysis and Qualitative analysis and description analysis. In accordance with the reality oftechnological innovation of SMEs in China, I proposed several suggestions to improve China’stechnology and innovation policy. Therefore, it will have a certain reference value for thedevelopment of SMEs technology innovation support policy.
