Development And Economic Effects Of Chengdu Service Outsourcing Industry

Outsourcing is not a new economic phenomenon; it can be traced back to twenties of the last century. Since1990, outsourcing industry developed rapidly. On the basis of global service outsourcing industry, on the one hand, the enterprises of Europe, America, Japan and other developed countries in order to reduce cost, improve benefits make their non-core business outsource to other countries. On the other hand India, China, Philippines and other emerging developing countries with their human resource advantage have undertaken a lot of service outsourcing business. For the undertaking countries of service outsourcing industry, India is the largest software and service outsourcing industry off-shore service outsourcing undertaking country of the world. In2010, Indian software and service outsourcing industry scale was73.9billion dollars, compound annual growth rate as high as50.6%.The income of Philippines service outsourcing industry in2010grew26%, and total income was S8.9billion. China service outsourcing industry is booming too. In2011, the undertaking service outsourcing of China was occupied23.2%of the world’s market share. Service outsourcing industry sectors from the traditional manufacturing industry to today’s software outsourcing service are expanding to financial service outsourcing, hr service, etc. Information technology outsourcing (ITO) occupies the most parts of outsourcing industry; business process outsourcing (BPO) and knowledge process outsourcing (KPO) are developing quickly at the same time. In order to make better use of their human resource advantage, the outsourcing undertaking countries are facing fierce competition from each other.Chengdu, as one of the Outsourcing demonstration cities in China, it began to develop service outsourcing industry in2005. Since then, it developed quickly. Chengdu service outsourcing industry has made certain achievements, there is also some limits at the same time. It is facing fierce competition not only from India, Ireland but also other demonstration cities in China. The global financial crisis of 2008and the Japanese earthquake of2011, had made great influence to outsourcing industry, but also gave Chengdu a new opportunity for development. Under this environment how to promote further development of Chengdu outsourcing industry is a very realistic research subject.This paper applied many comprehensive analysis and qualitative analysis methods, combined with economics, management knowledge to carry out the research, following raising question analyzing question and put forward suggestion method. Based on the analysis of Chengdu outsourcing industry development history, present situation and characteristics, by analyzing Chengdu high-tech zone related industry data, it could be concluded that Chengdu can promote industrial structure, improve employment level, increase technical level and promote economic growth by developing service outsourcing industry. Finally, in allusion to the existing problems, this paper put forward the corresponding policies and suggestions.
