For example, a separate study of a major grain producing areas of food production is still very rare in the literature, perhaps scholars think that the local study is not significance. However, I believe our country is in a critical period of adjustment and optimization of the regional distribution of agricultural production, the major grain producing areas or producing provinces are the main supplier of national food. Increasingly, prominent role to stabilize the nation’s grain production capacity of the overall situation, to protect the food supply, to maintain national food security. Thus this article is mainly based on grain province’s strategic position in the national food production, preferred northeast Jilin Province to the scope of the study, because Jilin Province is an important commodity grain production base and export base, especially corn production ranks first in the country. Corn as the main producing areas in the Songliao Plain, known as the world’s second largest "golden corn belt" reputation, the development of maize production in favorable conditions. Therefore, to enhance and protect the food production capacity of the province in this production has very important significance to ensure national food security.Second, China’s agricultural production has long been proved to be the "input type" production, so a large number of research scholars of the grain production capacity starting from the respective analysis perspective, proposed various factors to affect China’s grain production capacity, production function model coefficients all positive factors into an analytical frame work, it seems to be reasonable, but it is too surface, resulted in difficult to make a policy recommendations. This article based on the actual food production, firmly grasp a closely associated with grain production inputs and profound analysis of it, trying to quantify the optimal amount of inputs, in order to achieve the established scale of food production.Third, a lot of the existing papers has roughly discussed the elements of the input problem, agreed to increase investment, but for who acts as the investment main body problem each airs his own views, this article attempts a variety of issues from the macro level and micro-level analysis of factor inputs, and all the interests of farmers as the first principle, clear the main input, build a special supply system, innovation and investment mechanism to reverse the poor over the years put into effect the embarrassing situation.The article is divided into six parts.
