Since2004, the party and the country promulgate seven "Document "s, and putout many benefits of agricultural policies to solve the "three rural " issues, includingexemption from agricultural tax, implementation of growing grain subsidies,implementation of the new rural cooperative medical institution and construction oflowest life guarantee system in the countryside. These policies reflect that our countryattaches great importance to rural work and its concern of farmers, and are significantfor promoting rural development and farmers’ income. Farmers are the mainagricultural production, requisitioners and practitioners of the government agriculturalpolicy. Farmers’ awareness level of governments’ agricultural policy will affect theresult of policy popularization directly and also affect farmers’ micro decision-makingbehavior of their agricultural production. The farmers’ choice of government policieswill affect the agricultural scale, agricultural regional structure and the sustainabledevelopment of agriculture, and have a direct impact on farmers’ income which willaffect the development of agricultural production.Extensive research and facts show that China’s farmers do not quite understandthe majority agriculture policy introduced by the Government. Their knowledge levelare low, and most of them just to stay in the “awareness " level. Due to the limitationsof knowledge, ability, and insufficient information, farmers’ awareness level ofgovernment agricultural policy are different The farmers’ decision-making behaviorsare mainly affected by the subjective perception at that time. The purpose ofimproving farmers’ awareness level of government policies is to guide farmers tomake a correct choice of the government policies. The study of farmers ’ cognitiverules is a useful way to recognize the nature of farmers’ behaviors. The paper builds theoretical analysis framework on the basis of communicationand Cognitive Sciences theories. According to survey data of farmers in Ping Du Cityof QingDao,the article makes quantitative analysis and researches the influencingfactors to farmers’ cognition about agricultural policies of apanage government,whichwill conduct farmers’ production behevior,play the role of farmer behavior in theadjustment of agricultural structure and provide theoretical basis for government toformulate and spread policies to benefit agriculture appropriately. On the basis ofinfluencing factors to farmers’ cognition differences,the local government canpropose solutions to improve the degree of coupling between government introducingagriculture policy and farmers’ willing,which could carry out and implementagriculture policy effectively with practical significance.Using a variety of Chinese and foreign databases such as CNKI, academicjournals of Wanfang and Ebsco online resource, this article consults plenty of papersand periodicals, which is about influencing factors of farmers’ cognition differences,and systematically analyzes makes an induction from lots of literature data hasobtained. Based on the micro perspective, the article obtains the data of farmers’policy cognition by questionnaire investigation. it firstly constrcts the theoreticalmodel of farmers’ cognition to apanage government agricultural policies and exertsthe econometric analysis model to analyze the data using Statistical AnalysisSoftware.Finally, it will drive the influencing factors to farmers’ cognition aboutagricultural policies of apanage government.Through theoretical analysis and empirical study,we can find that many offarmers know about the agricultural policies of apanage government, but the cognitiondegree is generally lower. In addition, the quality of government files, economicrevenues for the year of the family, the frequency of talking about policy with people,what kind of communication channels selected and information communication issmooth or not, all they have a significant positive impact for farmers’ cognitiondifferences to agricultural policies. The gender of household head that has asignificant reverse impact for farmers’ cognition differences to agricultural policies.What’s more, government credibility, the age of household head, the education of household head, the degree of production specialization and the degree of agriculturalproducts commercialization, the family cultivated area, participating in agricultural-related organizations or not and communication facilities improved or not, which areno significant impact for farmers’ cognition differences to agricultural policies.Basedon that, we can put forward some effective policy recommendations. For example, thegovernment should draw up policy documents, take various measures to ensure thesmooth flow of communication channels, update the transmession facilities, integratethe traditional media, increase education investment in rural areas, and vigorouslydevelop the agricultural cooperative organizations.
