Since the reform and opening up, especially in1998the further deepening of theurban housing system reform, along with the development of urbanization, China ’sreal estate industry has been the rapid development. But China ’s real estate industryin the rapid development also is existing such and such problem. As some cityhousing prices rose too fast; real estate development pattern of traditional extensive;resource, energy consumption and so on, especially in some places the problem ofexcessively high prices, has become the focus of social attention. At the beginning of2011, in order to curb excessive price increases wait for a phenomenon, our countrypromulgated a series of policies, such as the purchase of that, upregulation of thesecond set of housing ratio of the first payment, property tax pilot, strengthen theprotection of housing construction and so on, all these measures make the real estatedevelopers gradually realized that the real estate industry to also as before use of highfinancial lever carries a high risk, the development of extensive type managementmode has no longer viable, it must be reasonable use fund, strengthen the cost controlof the project. Therefore, the real estate project cost management research, strictcontrol of real estate project cost is very important.Project cost management is refers to the project development and management inthe process of the resource usage to predict, control theory, procedures and methods.Cost management generally includes cost to forecast, the cost of decision-making,cost planning, cost accounting, cost control, cost analysis, cost assessment etc.. As thereal estate investment projects with large investment, long cycle, mode of productionis not balanced, fluctuation is big wait for a characteristic, make the cost managementof real estate projects is different from the general project cost management features:dynamic, comprehensive, integrated, systemic.
