Research On Tidal Current Energy Exploitation Standards System

Ocean energy is a kind of environmental-friendly and renewable energy.Although ocean energy is inferior to coal and nuclear energy in price at present,because of technology, but there is an inevitable trend that we need to exploit oceanenergy in the long term, many offshore countries in the world have turned theirattention to ocean energy. With the increasing concerns on ecology and environmentalissues, especially after United Nations World Environment and DevelopmentConference in1992, taking the way of sustainable development, adjusting energystructure and exploiting renewable energy has become a consensus. It is the need forour country to exploit tidal current energy.At present, there is very few standards for tidal current energy exploitation,establishing tidal current energy standard system will build a complete blue printwhich provides significant foundation for project approval, revise and management ofstandards and norms on tidal current energy. It is necessary to launch research on tidalcurrent energy standards system according to time and space features of tidal energyof our country and development trend of tidal current energy industry.Based on investigation and comment on technology, methods, programs of tidalcurrent energy exploitation, combined features of tidal energy of our country anddevelopment trend of tidal current energy industry, referred to standards of otherindustry, this article takes exploratory research on tidal current energy standards systemtables formulation.Firstly, this article discourses the development prospect and strategies of China tidalcurrent energy exploitation and the current research situation and problems of standardsformulation both at home and abroad. On this basis, this article raises the necessity toformulate tidal current energy exploitation standards system.Secondly, this article discusses the concepts of standard, standardization and tidalcurrent energy exploitation standardization and designs tidal current energy exploitationstandard system, including meaning, principle, technology paths and frame offormulation.Thirdly, this article comes up with frame of tidal current energy exploitation, which includes tidal current energy investigation and assessment, environmental conditionsinvestigation and evaluation, tidal current energy conversion device, tidal current energyfield construction and operation, tidal current energy field management.Fourthly, this article analyses the current situation of each sub-systems, especiallytidal current energy investigation and assessment, environmental conditions investigationand evaluation, tidal current energy conversion device. Combined development trend oftidal current energy industry and referred to standards system of wind energy industry,this article raises some suggestions on tidal current energy standards systemformulation.Finally, this article provides a draft of tidal current energy exploitation standardssystem tables as an initial imagination. As for the future development of standardsystem, this draft needs more revise based on accumulation of practical experience.Also this article raises several suggestions on formulation work for tidal currentenergy exploitation standard system.
