21stcentury, the idea of “talent strategy” has been the highest in the peak position invarious fields. Being the so-called “Hearts of the people who has the world”. Talents andknowledge became a concentrated expression of the core competitiveness of enterprises.Upgrading from human resources to human capital, what makes the modern managers tochange the idea of the staff——the most active elements of corporate assets.In the modern society, to be invincible and establish the lasting competitive mustchange from managing and supervising the staff to understanding, caring for and business–ing one. Effective training is the key to mine and retain the talent. In fact, manycompanies have mastering some ways of training, however, the phenomenon of blindlyfollowing the trend, blindly training, blindly learning are still prominent. Resulting to theincreased of training cost and ineffective training. How to build the scientific trainingsystem based on the actual characteristics of businesses, employees and job that becomesthe top priority of the talent strategy.This paper selects H Group——the national agriculture leading enterprises as a model,the entire system is divided into seven large plates, though the analysis of H Group’sexisting human resources and training status, combined with the theory of competencymodels and theoretical training, analyzing the necessity and feasibility of building thetraining organization system based on competency model. Then, proposed the trainingorganization framework、process system and security system based on the competencymodel. Finally, constructed H Group training system design which based on thecompetency models. The focus of this study is the four aspects of the theory of competencymodels and training system review, the Group Human Resource, Group H qualified for thestudy to build the training a new system based on competency models. The results showthat, based on the competency model of corporate employee training system in the futurewill help to raise the H Group’s core competitiveness, the Group’s strategic businessobjectives and employee career planning to achieve the enterprise and its employees“win-win” for China SME competency-based training system has a certain significance.
