Based On The Policy Environment Of Petroleum Enterprise Energy Conservation And Emissions Reduction Behavior Research

Since the Kyoto agreement was signed, Low-carbon economy swept the world, many countries have started to develop the low carbon economy, implementation of energy saving project. Developed countries’study on low-carbon economy and energy saving was earlier than China, and has achieved some results. China is still in the process of industrialization and urbanization, the economy is growing rapidly. However, irrational industrial structure, irrational energy structure and energy inefficiency made China has overtaken the U.S. as the largest emitter of carbon dioxide, faced enormous pressure to reduce emissions.“The11th five year" just past, China has issued a series of energy saving policies and achieved certain results. However, China’s energy conservation still has many problems to be perfect. The12th five year plan has published in the late of2011, issued some new energy-saving emission reduction targets. The petroleum enterprises must bear responsibility as key enterprises.In this paper, we learn the successful experience of developing low-carbon economy and implementation of energy saving from developed countries. In-depth analysis the grim situation China faced and energy saving policy status quo; focuses on energy saving behavior of China’s petroleum enterprises under the current policy environment, including its corporate identity, and implementation of energy saving motives, energy saving measures achievements in recent years and the problems. Give strategic advice for the oil company’s future low-carbon development:technological innovation strategy, environmental protection and security strategy, human resources strategy, transnational business strategy, development of new energy and resource strategies and industrial structure of low-carbon strategy.Finally, we contrary to industry characteristics for oil companies, build an energy saving evaluation system of petroleum enterprises through the principle of the analytic hierarchy process, which used the analytic hierarchy process to calculate the importance weights of evaluation, qualitative indicators to quantitative fuzzy comprehensive analysis.Petroleum enterprises is one of the country’s most important energy companies, the enterprise of typical resource-dependent, energy consumption, implementation of energy saving is an inevitable choice of the petroleum enterprise to sustainable development and enhance their international competitiveness.
