Da Energy Company Supplies Department Performance Evaluation Research

With the development of economic globalization, the enterprises face more and more competition, and reducing cost to increase their profit to become the main approaches of competition between enterprises. Material supply is a center of the cost in the enterprise, the main duty for the department of materials supply is to provide high-quality raw materials and services and timely supply. So as to improve working efficiency of the department, the main content of this paper is how to fully and truly evaluate the performance for the department of material supply; at the same time, the risk identification for the performance evaluation are of great significance to improve the performance evaluation.The shortage of the performance evaluation is analyzed through study on foreign and domestic documents. To the department of material supply in the DA energy company, according to actuality analysis of the performance, the questions are found such as, a set of uncompleted department performance evaluation system, unscientific designing of evaluation criterion and index weight, lack of internal communication and so on. Through a contrast study on the two aspects of index quantity and levels in documents, it is concluded that2～3level indexes and no more than30are more used. On the basis of it an, the performance evaluation system of two class index is set up in accordance with actual conditions of the department of materials supply in this company.The connotations of qualitative indexes and quantitative index are analyzed in detail, combined with actual situation of this department, the paper sets detailed evaluation criterion for each index. To present the simple and maneuverability to index weight, Delphi method is adopted, the paper introduce in detail how to the determination of the weight by this method to ensure its reliability. Because the evaluation index system is composed of qualitative and quantitative indexes, so the paper choose fuzzy comprehensive evaluation method to evaluate the qualitative indexes and linear weighted evaluation method to evaluate the quantitative index, and form the fuzzy comprehensive-linear weighted comprehensive evaluation model for the department of material supply in DA energy company.The paper has a research on the questions which are met during the process of the performance evaluation to the department of material supply, according to the essential connotations of risk, the risk of the performance evaluation to the department of material supply is defined, and the paper presents its performance evaluation process presents though the comb of documents,and analyzes its links from those aspects of the things, tools, environment, way, means, methods, time to identify risk factors which always influence performance evaluation and nonconformity between evaluation result and the expected goal. So the paper set up risk identification model of the performance evaluation to the department of material supply to improve the effectiveness of the performance evaluation and better serve the performance management.
