| New industries of strategic importance refers to those knowledge andtechnology-intensive, materials and resources-saving, growth-efficient andcomprehensive benefit-promising industries, which is based on significant technicalbreakthroughs and major development demands, and which promotes the long-termdevelopment. At present, the strategic new industry is facing unprecedentedopportunities, and it is the important elements and means of fostering new economicgrowth point and transforming the mode of economic development. Those newindustries of strategic importance are the top priority of both the national12th Five-yearPlan and the national regional economic development.This thesis, with Chang Xing County as the research object, consisting of six parts,explores the project of its choices of new industries of strategic importance. The firstpart is the introduction. The second part provides the review of the related theories. Thethird part concentrates on contents of both the National and Zhejiang Provincial NewIndustries. The forth part analyses the New Industries of Chang Xing County. The fifthpart explores the development countermeasures. Finally, it puts forward the conclusionand prospect.Based on the “Decision of the State Council on Accelerating the Development ofNew Industries of Strategic Importance”-defined seven new industries of strategicimportance, such as energy conservation and environmental protection; next generationinformation technology; biological and high-end equipment manufacturing; new energy,new materials, and new energy vehicles, this thesis puts forward six principles on thechoice of such industries, and in view of the provincial requirements of the developmentplan, illustrating the county’s industrial strength, features and its current situation, thisthesis then brings forward the most typical representative of Chang Xing County amongits five main industrial clusters, namely, the new energy industries. Meanwhile, basedon analysis of the current situation, difficulties and opportunities of the new energy industries in Chang Xing County, this thesis finally puts forward the principles ofspecialized operation, standard techniques, social service, branding and intensivedimensions, and the six development priorities, such as a scientific development plan,the expanded support from the government, combined development with traditionalindustries, indigenous innovation, industrial cluster and industrial agglomeration, andincentive mechanism on attracting talents and promoting innovation andentrepreneurship. Also, it puts forward three aspects of upgrades, four growthmechanisms and a "green action plan". |
