With the rise of knowledge-based economy, the structure of production and relations of production changed dramatically, and the human capital has become the first force to promote economic and social development. How to obtain and enhance the talents through human resource management model has became the core content of the corporate human resources management. Both the control and commitment of human resource management model is the strategic human resource management areas. It’s also one of the western high-performance working systems management model. An empirical study abroad showed us, the commitment model is superior to the control model on organizational performance and satisfaction. But there is little domestic comparison between the two studies.The paper based on the research significance on two parts about social environment and human resource management. It reviews the theory of the control and commitment human resource management model. It combined with case studies on Huawei and Motorola human resources management model. The paper discussed the performance and the effects about the control and commitment of human resource management model in the enterprise human resource management. I hope this article can give us some useful reference when the companies choosing the human resource management model by the comparison of two human resources management model.Through this research, draw the following conclusions:(1) Clear the definition of control and commitment of human resource management model.(2) The two models exist in the human resource management practices objectively.(3) The enterprises in our country had the structural imbalance between control and commitment of human resource management model, it showed atypical contingency,(4) Huawei mainly used control of human resources management model, Motorola’s mainly used commitment of human resources management model. But both of them showed a certain extent, atypical contingency. Commitment model is significantly superior to controlled model on employee satisfaction, and customer satisfaction. There is no significant difference on enterprise performance.(5) Controlled model has unique advantages in cost control, apply to the traditional manufacturing industry and SMEs; commitment model in employee commitment is unique for high-tech knowledge-based enterprises.
