| Studies of small water conservancy projects in Yunnan Province of property rights system reform, the aim is that through reform in the project property policies, systems and management, to promote the project to run a benign, better play to improve their efficiency and to a certain extent, mitigation and to meet the farmland irrigation and rural drinking water needs. In this paper, the theory of public goods, public goods, externalities, property rights theory, public choice theory, property law principles in the reform of property rights of rural small-scale water conservancy projects on the basis of theoretical studies, and further absorbing domestic and foreign research results and methods, revealed a universal laws, drawing on domestic and international experience of small-scale water conservancy projects reform of property rights in order to define property rights as a driving force for small-scale water conservancy projects to build innovative and efficient management of exploration and analysis of small-scale water conservancy projects in Yunnan Province reform of property rights problems, which made Yunnan Province in rural small-scale irrigation reform of property rights to implement the same time. |
