Investment Promotion Agencies(IPAs), which as an vital department under the strategy called "recruiting from overseas" of China, plays very important role in the process of attracting FDI.2011, the scale of IN FDI has reached116.01billion dollar, and the amount has ranked NO.2for19consecutive years in the world. Absolutely, the great achievement has inseparable with the the development and evolution of investment promotion work of China. As a new concept since1980s, Investment Promotion has oriented from the work of attracting merchants and capital in the past30years. But there are two huge difference between the Investment Promotion and Attracting merchants and capital:the first is that the former one focuses more on the strategic plan before the investment promotion activities, which emphasizes the due diligence and scientific strategy in order to promote the upgrading of industry structure and the quality of FDI; the second is that investment promotion emphasizes more on the services after attracting the capital, such as whether the preferential policies has been implemented, how to handle the dispute and complaints which have been ignored easily by now.Nowadays, there have been few literatures on the investment promotion research from foreign and domestic scholars, and many of present research still from a theory perspective rather than the daily practice work. So, the purpose of this paper is to sort out the developing experience of investment promotion, and summarize the organize modes of the IPAs, then through comparing some successful examples from overseas IPAs, author gives some suggestions to the construction of the domestic investment promotion system.The paper has five parts in all, the first one is introduction, mainly focus on the background of this paper and explain the research method; The second part is about theory research of investment promotion and investment promotion agencies, which states the basic theories’orientation, definition and classification, then explain the developing process of the investment promotion of the whole world, and summarize the types of the IPAs. The third part is the about the construction of IPAs in China, and takes Chengdu as an example; The fourth part is an introduction of the IPAs modes, find some vital experience from Singapore. Ireland and Hong Kong’s practice work; The last part is to give some policy suggestions according to the theory and the compared modes.
