China’s rural financial system is a dual financial structure. Rural financial problems faced by two aspects, one is the development of rural financial organization system lagging, rural funds to the cities "siphon effect", a serious shortage of supply of rural financial; the other hand, the formal rural financial institutions, credit rationing, cannot meet the diversified financial needs in rural areas, inefficient financial supply. The goal of China’s rural financial reform is to meet the diversified financial needs, improve the rural financial functions. China’s rural financial reform is taken and the way the stock reform and incremental reform of the two paths. The village bank is a major institutional innovation of the Rural Finance "incremental reform". The establishment and development of rural banks to break the rural credit cooperatives,"one" patterns of rural financial markets, foster the development of competitive rural financial market order.
