| Since the Reform and Opening up, China’s economy has achieved soundand rapid development, the fiscal expenditure scale has expanded each year,financial social expenditure has got remarkable growth. Although China’sfinancial social expenditure is increased, the proportion of China’sfinancial social expenditure to GDP and financial expenditure is stilllow, far less than the other countries.In recent years, local governments were aware of the lack of financialsocial expenditure and investment in the social construction, showingunprecedented attention to people’s livelihood inputs. Concerned aboutthe hot spots, this paper summarizes the problem of China’s financialsocial expenditure, sorts out its economic and social impact analysis andevaluates the financial social expenditure, combining with thedevelopment and changes of the Chinese and foreign scholars on thestructural optimization of financial social expenditure, economic andsocial development theory and financial funds performance evaluationtheory, and proposes how to optimize our financial social expenditure onthis basis. This paper thinks that the role and the functions of government shouldchange, fiscal policy will be adjusted accordingly, the correspondingfinancial social expenditures should also be adjusted with the deepeningof China’s socialist market economic system reform through internationalcomparison and performance evaluation. At present, China’s financialsocial expenditures still have some problems, such as the proportion ofexpenditure for economic construction overall is still high, althoughsome decline in recent years; financial social expenditure between urbanand rural area is seriously unbalanced; science, education socialsecurity expenditures are still far from being able to meet social needs.In order to realize the functions of the government, safeguard and improvepeople’s livelihood, government should eliminate these unreasonablefactors existing in China’s financial social expenditure.The writer also takes Qingdao City for example, assesses theperformance of its expenditure on education, scientific research, socialsecurity and employment expenditure and health care expenditure, fourmajor financial social areas of expenditure, compared with theperformance of China’s financial social expenditure to identify gaps asthe supplement and validate of country’s macroeconomic analysis. Twolevels of financial social expenditure status are the basis for a usefulexploration to optimize financial social expenditure.This paper is divided into four chapters: The first chapter is anintroduction, background, significance of this study, the researchthought, basic frame, the oretical innovation and research methods, anddescribes the research of Chinese and foreign scholars on the issue offinancial social expenditure and economic growth; second chapter definesthe concept of financial social expenditure and constitution, reviews thechanges of definition of financial social expenditure and constitutionsince1978, and summarizes the economic and social impact of China’sfinancial social expenditure; third chapter describes the performance evaluation models principles, and the result from the whole country andQingdao City of performance evaluation and comparative analysis of theoutcome of the performance evaluation on two levels; the fourth chaptersuggests on how to improve China’s financial social expenditure levelsat this stage against the performance evaluation results described in thepreceding text. |
