The Empirical Analysis Of Social Security Expenditure Level Of Xinjiang

Along with the deepening of China's reform and opening up, the constant optimization of the industrial structure and the ageing of the population structure, it has become an increasingly urgent task to establish and improve China's social security system.We must fully understand the current social security situation of Xinjiang before to improve it, and then we can improve it"right". The level of social security is one of the important indicators to describe the current situation of the social security. But, at present, I have not seen the calculation and analysis about XinJiang social security level from multi-angle in all kinds of periodical and literature. And I also have not seen the comparative analysis between XinJiang and China about the adaptability between social security level and economic development. So this paper gives the detailed description of Xinjiang social security level from various aspects, and then analyses these datum.This paper first gives an introduction on the history of the social security system and the development progress of Xinjiang social security. Then after the measurement of the targets, the paper makes six vertical and horizontal data contrasts and analyses. First, the total social security expenditure, the per capita increasement in spending on social security and an annual growth rate of Xinjiang are higher than that of the whole nation. Second, Xinjiang social security level is much higher than the national. Third, the growth speed of Xinjiang social security level is far beyond economic growth speed from 1995 to 2002.The CSS of Xinjiang is in the reasonable area from 2003 to 2005. The nation's growth of social security level and economy has been in a state of the basic adaptation. Fourth, the proportion between fiscal spending on social security and the whole fiscal spending of Xinjiang is always higher than that of China. Fifth, the proportion of the elderly population in Xinjiang and China increase year by year. The resulting pension issue in the social security system of Xinjiang will become even more prominent. Sixth, the economic development level of Xinjiang is at the same level with that of the United Kingdom, France, Germany, Holland in the early 1960s. So Xinjiang has the capacity to set up the old-age insurance system of all urban and rural areas. But now Xinjiang should lack of the support ability to assure the normal operation of the social security system which covers all the people live in Xinjiang.Finally, the paper learns from foreign experience in the development of social security, considers China's national conditions, Xinjiang conditions and social security status quo, then trys to come up with the corresponding solutions of the problems in the development of Xinjiang social security system.
