Research About China Marine Fishery Low-corbon Development And International Cooperation

With the global economic and social development,environment and climateissues has attracted the world’s attention. Reducing greenhouse gas emissions andprotecting the natural environment has become the consensus of the world. TheCopenhagen climate conference held in2009proposed new requirements on nationalemission reducti-on targets，so the development of low-carbon economy is the onlyway to achieve sustainable social development.On the background of the landresource dwindling，marine economy development has become one of the maindriving force to promote global economic development. As one of the traditionalmarine industries, marine fisheries can not be ignored. Therefore,achieving marinefisheries low-carbon develop-ment is of great significance for achieving thesustainable development of marine resources.On the other hand,the marine fisheriesamlow-carbon development is a very complex process and has significant externalimpact,so the marine fisheries of low-carbon need international cooperation.As a big marine fishery country，China should develop low-carbon fishery.Nowmany marine provinces such as Shandongn began to explore ways of low-carbonmarine fishery.Yet,on the whole,Chinese marine fisheries is also facing manyproblems，the most important of which is that the lack of high-technology supportand region cooperation.So this thesis puts forward the low-carbon development pathfor mari-culture,marine fishing, aquatic products processing.On themacro-level.,China should establish new policies and measures to promptlow-corbon marine fisheries.And the most important is to increase internationalcooperation,to facilitate the realization of China’s marine low-carbon.fisheries by theintroduction of technology,capital and adwanced management experience. On the other hand,marine fishery low-carbon development has remarkableexternalities,no nation can the internalizes it.Therefore the development of marinefishery low-carbon needs for international co-operation.This paper analyses(cooperation,cooperation) is best choice through the realization of the developmentof the marine fishery low-carbon through a simple game model,in the case of havinga appropriate interest distribution mechanism. For international coop-eration hasremarkable technology spillover effect and economy of scale effect.Therefore,international cooperation can be made in marine aquaculture,ocean fishing andaquatic products processing industry widely and deeply. International cooperationmode can take the government as the leader,ocean fishery organizations activecoordin-ationally and the fishery enterprises as the main body.Finally,the realization of marine fishery low-carbon development andinternational cooperation need effective policy support,the government work on thefollowing aspects:first of all,the ocean low-carbon development and the realizationof international cooperation is a long process, the goverment must consider andrealize the potential difficulties and obstacles fully to formulate long-termdevelopment planning;Secondly,must give more policy supports tomarine enterpriseon taxes and financial authority,encourageing the low-carbon reform andinternational cooperation; Thirdly,government should participate in internationalaffairs actively, and formulate bilateral or multilateral fishery dispute resolutionmechanism with the surrounding and other fishery countriesin case ofemergencies,making cooperation smooth.
