| The sci-tech reward system, as one of the important components of sci-techpolicy, is an effective method to manage and promote sci-tech activities and therecognition and affirmation given to scientists and technicians by the CPC,government and society for their creative contributions.After the foundation of new China, the sic-tech reward system has experiencedfive periods in terms of initial establishment, stagnation, recovery, rapid development,reformation and perfection. The sci-tech reward system with Chinese characteristicshas been established essentially. The issue and implementation of this system givesfull play to the effects of sic-tech reward on sci-tech innovation in terms of evaluation,encouragement and guidance, which reflects the macro-control of sci-tech reward tosci-tech innovation. The sci-tech reward plays a quite important role in encouragingscientists’ and technicians’ creative enthusiasm, promoting sci-tech top talents to findway to distinction, facilitating the stable growth of academic leaders, promoting thestable development of sci-tech innovation and accelerating the pace of innovativecountry.The guiding ideology of science and technology reward system is: to encouragesci-tech innovation, to encourage the scientists and technicians to reach the summit ofsci-tech to establish and perfect the incentive mechanism of cultivation andemployment for sci-tech talents of innovation, to promote the close combinationbetween scientific research, technological development and socio-economicdevelopment, to facilitate the industrial transformation of sci-tech achievements andto accelerate the construction pace of innovative country.With the further development of reform and opening, the sci-tech undertakings inChina are flourishing. The effects of sci-tech reward on sci-tech innovation hasdeclined for some extent and it even leads some impermissible behaviors in thesci-tech circles which brings a large number of negative effects to the construction of innovative country. Therefore, how to reform and perfect the sci-tech reward system,give play to the positive effects of sci-tech reward system on sci-tech innovation andpromote the construction of innovative country has become a quite important researchsubject. This paper will study the influence of sci-tech reward system on sci-techinnovation in China from the following five chapters.Chapter One is the introduction which illustrates the basis and significance ofthis research, research methods and approaches of this paper. At the same time, itreviews the present research situation abroad and in China which lays a solidfoundation for this paper’s research.Chapter Two is about the sci-tech reward system and sci-tech innovation. Thischapter is the theoretical basis for the whole paper which presents all the relatedconcepts of this paper. It includes the sci-tech reward system, science and technology,sci-tech innovation and so on. Meanwhile, this chapter briefly illustrates thedevelopment, revolution and present situation of sci-tech reward system in China.Chapter Three is about the influence of sci-tech reward system on sci-techinnovation. This chapter analyzes the influence of sci-tech reward system on sci-techinnovation in China from two aspects: firstly, the effects of sci-tech reward system onsci-tech innovation; secondly, the influence of sci-tech reward system on the threemajor elements of sci-tech innovation: scientists and technicians, scientific researchinstitutions and enterprises.Chapter Four is about the reasons for the influence of sci-tech reward system onsci-tech innovation. This chapter analyzes the reasons why the influence ofgovernmental sci-tech reward on sci-tech innovation is greater than that of thenon-governmental sci-tech reward mainly from the aspects of Chinesesocio-economic system and traditional cultural psychology. It also analyzes thenegative effects of sci-tech reward system on sci-tech innovation from the aspects ofChinese imperfect sci-tech reward system and the Matthew effect.Chapter Five is about the establishment and perfection of China-oriented sci-techreward system. This chapter firstly introduces the sci-tech reward system of thedeveloped countries such as the United States of America, France and Japan andanalyzes their advanced experience which promotes the sci-tech innovation. Then theauthor puts forward the related suggestions to reform and perfect Chinese sci-techreward system suitable for the present situation of China and its sci-tech developmentbased on the advanced experience abroad, which further promotes Chinese sci-techinnovation and accelerates the construction pace of innovative country in China. |
