Comparative Studies On The Regional Informationization Difference In The View Of System Theory

In the context of economic globalization and regional economic integration, development and application of information technology not only speeds up the coordination of socio-economic development among the international, national, and regional society, but also promotes the informationization process itself constantly by formatting and upgrading the information industry. Influenced by regional cultures, economic development, differential inputs, and various transforming abilities, the informationzation process among different regions vary a lot. This will further lead to unbalanced development among different regions, which obviously does not meet the requirements for China to build a harmonious society and maintain sustainable development. Therefore, how to reflect differences of the development of regional informationization fully and systematically, and look for the main impact factor of regional informationization differences,will become a main topic of this paper.By systematically reviewing previous studies about the concept of information technology, information-based measure, and the information differences, this paper clarifies definition of informationization and regional informationization. And, then by using the system theory, this article brings forward basic idea of regional informationization, and constructs the indicators of regional informationization system based on the elements-structure-function-environment. Also this article systematically analyzes the regional informationization differences in Guangdong, Guangxi, Yunnan, and Guizhou. Finally, this article analyzes the regional information functional differences and the internal mechanism among the impact factors in Guangdong, Guangxi, Yunnan, and Guizhou, using the multiple linear regression models, and finds that there is a clear positive correlation between environmental differences and function differences of regional informatization. Among the information elements, the employment in the information industry and the Telecom fixed-asset investment contributes the most to informatization functionality differences, while differences on the information structure have little effect. Thereby, we can conclude that Guangdong, Guangxi, Yunnan, and Guizhou should raise the level of information by methods like recycling the regional informatization feature, adjusting the regional informatization elements reasonably, changing the information structure, optimizing the regional informatization environment, and so on.
