Study Of The Primary External Environmental Of Investment Projects On The Measurement

Environmental resources provide the necessary material, subject and places for human. However, when the human pursue the economic interests, they always consider the environmental resources as free items. Frequently, they deforest and discharge the pollutants. The ignoring of the value of the environment resources lead to the ecological damage becoming more and more serious:significant reduction of forest area, water resources depleted day by day, the phenomenon of the climate anomalies becoming more and more common, the speed of the desertification becoming faster......People start to be scared for the natural revenge. The severe environmental situation rang the alarm bells for human to protect the environment. Environment audit is developing rapidly. As an important part of the environment audit, measuring the value of the environmental resources becomes one of the problems which have to be saluted immediately. Investment projects as an important source of the environmental pollution, its negative impact to the environment (i.e., external environmental cast) should be one of the important research of the measuring of environmental resources. This paper attempts to analyze and determine the primary external environment cost that may be caused by the project operation, and definite the measuring range of the external environment cost as the losses caused by environmental pollution, ecological destruction, and excessive consumption of the natural resources. Then, based on the analysis of the harm terminal of the environmental destruction caused by kinds of project activities, this paper introduced disease cost method, human capital method, shadow price, market value method, protective cost method, replacement cost method and CVM etc., to measure the primary external environmental cost caused by kinds of project damage. At the same time, this article designs three new methods to measure the costs of destructing the entertainment value, extra resources costs and natural resources relegation costs respectively. These methods enrich the measurement system of the external environmental cost of the investment project further. Moreover, this article enhance the practice of these kinds of measuring method according to introducing and analyzing calculation formula, advantages and disadvantages and application foundation of the methods, and application examples for those complex methods.
