Investigation Report On Environmental Pollution Liability Mode In Jiangxi Province

In recent years,China's economy is witnessing a rapid development.,however,environmental problems have become increasingly serious,sudden pollution accidents are frequent,resulting in huge economic losses and many social problems.In 2015,the Ministry of Environmental Protection dispatched a total of 82 environmental emergencies,In the same year,there were 7 sudden environmental incidents in Jiangxi Province.As a useful attempt to strengthen environmental protection by means of financial means,the establishment of environmental pollution liability insurance system is of great significance to environmental protection and has been attached great importance to the relevant departments of our country and has implemented environmental pollution liability insurance pilot work in various provinces and cities,Jiangxi Province also began in 2013,Implemented in 2014.In recent years,environmental protection work in Jiangxi Province has achieved great success,but the environmental risks are still constantly existed,environmental security pressure continues to increase,some enterprises environmental awareness and management measures are not in place,hidden environmental risks still exist.The full implementation of environmental pollution liability insurance is not to enhance the ability to prevent and deal with unexpected environmental events,but also a useful attempt to combine environmental management and market instruments.The use of insurance tools to participate in environmental pollution risk management and accident handling,is conducive to play the social management of insurance mechanisms,is conducive to diversify the business risk,reduce the environmental risks of enterprises,so that victims of pollution in a timely manner to obtain economic compensation,is of great significance.to further strengthen the environmental protection work in Jiangxi Province,promote the "ecological province,green rise"Based on the combination of qualitative analysis and quantitative analysis,this paper systematically analyzes and summarizes the problems of Jiangxi Province's Environmental pollution liability insurance model and its problems in the course of practice,on the basis of reading a large number of related literatures and through field investigation.analyzed and summarized systematically in Jiangxi province environmental pollution liability insurance mode and the problems in practice,and Through the comparative experience of domestic and international environmental pollution liability insurance development,combined with the provincial situation in Jiangxi Province,it is suggested that Jiangxi Province Environmental Pollution Liability Insurance should adopt a combination of compulsory insurance and arbitrary insurance.The background,purpose and significance of the research have been introduced in the first part of the article,and summarizes the research results of experts and scholars at home and abroad,and mastered the research progress of environmental pollution liability insurance.In addition,this part also introduces the research methods,research content,research and implementation process and innovation and shortcomings.The second part of the article defines the relevant concepts of environmental pollution liability insurance,and introduces the characteristics,functions and development status of environmental pollution liability insurance.The third part analyzes the problems existing in the process of implementing environmental pollution liability insurance in Jiangxi province from the aspects of legal environment,government support,supply side,demand side and so on.The fourth part analyzes the main mode of environmental pollution liability insurance at home and abroad and its experience in developing and perfecting the system of environmental pollution liability insurance,and puts forward the experience that can be used for reference.In the fifth part,according to the problems existing in the process of implementing environmental pollution liability insurance in Jiangxi Province,the corresponding countermeasures and suggestions are put forward.In the sixth part,summarize the whole paper.It is hoped that the suggestions and countermeasures proposed in this paper will be helpful for Jiangxi Province to break the dilemma faced by environmental pollution liability insurance and promote the coordinated development of economy and society.It is believed that in the near future,the implementation of environmental pollution liability insurance in Jiangxi Province will truly realize the win-win situation of "environmental protection" and "economic benefit",and escort the environmental protection and economic growth of Jiangxi Province.
