Cure Of Urban Traffic Congestion

Traffic is a bottleneck factor of restricting urban development. Just like the cardiovascular system in body, urban traffic is a kind of public infrastructure, bearing some important tasks for urban society such as production, circulation, distribution and exchange. It contributes to urban development embodying a special role in urban economic and social life. Along with a large gathering urban population and a coming era of car-transportation, rapid development of urban traffic meets the needs of sustainable economic and social growth in city, meanwhile, brings about a violent contradiction between traffic supply and demand because of the lag construction in traffic facilities and low level in traffic control. It can be said that the more modern city is, the heavier task urban traffic system bears and the more obvious role it shows, thus the problem of traffic congestion is more outstanding. Restricting urban operation and development, traffic congestion has become one of the various "urban ills" and gives a serious pain to the growth of modern city. Therefore, solving the problem of urban traffic congestion as well as relieving urban traffic pressure, in order to improve welfare of urban residents, is the key content in the research field of the urban social problems.With the existing research results as the foundation, the thesis first establishes "governance oriented urban management idea", an urban management idea for the cure of "urban ill", through combining urban management idea with "urban ill" under the specific rule of urban development. Second, solving the problem of urban traffic congestion is identified as the breakthrough point for the cure of "urban ills" in Hangzhou City under the governance oriented urban management idea, and then a basic ideological content of the cure of the problem of urban traffic congestion is given out. Third, a decision analysis is developed for the cure of the problem of urban traffic congestion. The whole decision analysis is derived from a chief source of reality, i.e. the traffic "dilemma" problem ("journey difficult" and "parking difficulty") in Hangzhou City. Through the theoretical derivation from macroscopic level, a policy orientation for urban traffic planning and layout is put forward, while through establishing a mathematical model for the theoretical analysis from microscopic level, a policy foothold is worked out for the two problems of "journey difficult" and "parking difficulty". Accordingly, a countermeasures system is set up at last for the cure of the problem of urban traffic congestion.In order to solve the problem of urban traffic congestion, the thesis uses the theoretical framework and analysis method of standard economics, which reflects a mode of thinking, i.e. the combination of principles of economics and social problems. The thesis also builds a system analysis framework for promoting basic theory research on the cure of the problem of urban traffic congestion, moreover, provides some references on the way of thinking and analyzing to the task of solving social problems in an economic way. Another method used in the thesis is embedded empirical background, by which the traffic "dilemma" problem in Hangzhou City is as the chief source of reality, so as to offer an auxiliary show in this field to the promotion of theoretical study and the structure of framework. The policy orientation and policy foothold derived from theory analysis, is made for establishing the basis of qualitative analysis to promote the development of relevant empirical research; and the last corresponding countermeasures system raised is helpful for the city government to make an effective decisions in the urban management.
