Urban traffic and city development have bidirectional effects. In recent years, with the rapid development of economy and the process of urbanization, a lot of medium-sized cities in China expand quickly, becoming newly developing megacities, the city of Linyi is one of them. The old urban district of newly developing megacity which performs the main functions and promotes the development of the entire city is suffering from the problem of serious traffic congestion while it can not get enough supports which have been given in the metropolis. It has become a public issue that public measures should be taken to effectively curb the deterioration of traffic congestion of the old urban district of newly developing megacities, thus supporting the sustainable development of the entire city.This dissertation first summarizes the domestic and foreign research condition of this topic and outlines the researching routine and methods. Common causes of urban traffic congestion are analyzed in theory, traffic characteristics and the problems of the old city are analyzed. Then it summarizes and analyzes the main management modes at present. The characteristics of old urban district of newly developing megacity are significant and the problems are serious. The stratified management model makes best use of the advantages of other models and bypasses the disadvantages of them, focuses more on the sources blocking factors, the mechanism and the measures, elasticity and operability, which is accord with the characteristics of old urban district, so it is suitable for the study of curbing the deterioration of traffic congestion of the old urban district of newly developing megacities. This dissertation uses approaches for such as investigation and study, case analysis, model analysis, utilizes the theories of public economic and the community policy choice and so on.Secondly, this dissertation chooses the old urban district of the city of Linyi as main objects, analyses its serious situation of traffic congestion, based on its traffic characteristics. It is believed that the traffic congestion in old urban district of newly developing megacities is rapidly deteriorating, and it is urgent to take measures both in the outer system and in the traffic system.Thirdly, this dissertation carries on the analysis to the original factors of the traffic congestion in the old urban district of the city of Linyi both in the outer system and in the traffic system. There are many questions in current policy, such as policy vacancy and inefficiency, the policy vacant seriously, policy supporting in the area is not adequate, the condition of lacking encourage policy is serious.Finally, this dissertation outlines the policy objectives and the strategy of the development of traffic of the old urban district of newly developing megacities. It is thought that the "strong center" strategy which is lower-cost is more appropriate. At the same time, according to the stratified management model, it puts forward specific suggestions on regulating the development of the industry, making full use of the newly area, establishing management mechanism, developing public transport and static traffic, improving the utilization of the existing road resource.The innovation of this dissertation lies in focused on the traffic of the old urban district of newly developing megacities, analysed the main model and picking up the stratified management model which is more mature and the specific suggestions solving the problem of urban traffic congestion at the macro level. The deficiency lies in lacks of quantitative analysis to the equilibrium of supply and demand of traffic.
