The Charges Research On Urban Road Congestion

With the rapid growth of China’s economy and the rapid accumulation of urbanpopulation and the increase of income for the city led to the rapid growth in traffic demand, atthe same time, the number of motor vehicles for the production and living services is growingrapidly, increasing the city roads load, traffic congestion intensifies our cities, especially largeand medium-sized cities. The economic, security and environmental issues caused by urbantraffic congestion, has restricted the rapid development of urban, the quality of life ofresidents, has aroused great attention of the community and government. For this reason,many cities began to explore the feasibility of road congestion charges. In this context,explore the city toll road congestion problem is not only theoretical but also practical.This paper focuses on urban road congestion pricing problem, the use of economics,management and other principles and methods of qualitative analysis, quantitative analysis,based on existing research focuses on the following issues: First, the concept of urban roadcongestion charges were defined, describes the relevant theoretical basis for urban roadcongestion charges. Second, this paper analyze the elements of urban road congestion externalcosts, and estimates external costs of road congestion of Shijiazhuang, and provide a basis forthe development charges. Third, the paper introduce the feasibility of implementing thepractice in London and Singapore, made the experience for reference, and analyzes thefeasibility of city road implement congestion charge from the points of view. Fourth,Shijiazhuang, for example, from aspects of the purpose of the implementation of urban roadcongestion pricing, fundamental basis, the project idea, safeguard measure, proposedimplementation of urban road congestion charging scheme of Shijiazhuang.Basic point of this paper is: urban road congestion charge as one of the measures tosolve the problem of urban road congestion, both theoretical and practical. Innovation of thispaper is: First, from the four aspects define the meaning of urban road congestion charges,this paper clearly pointed out that the essence of urban road congestion charges which is paidby road users who use their money to generate external costs of road, compared with otherscholars describe its definition more comprehensive and reflects its essence. Second, theexternal costs of Shijiazhuang road congestion were calculated, which provide a reference for Shijiazhuang road congestion charging policy formulation. Third, from the objectives and themain basis, toll road, time, objects, methods and standards, and related supporting measuresfor the implementation of urban road congestion charges, proposed a more systematicimplementation of the overall vision of Shijiazhuang road congestion charging policy.
